The reason I am asking, I was told they are a type of IC chip. I am not quite sure I believe that? Any idea what is inside them?

They’re not ICs. They’re copper and metals components inside. .
Smash one with a hammer. The shell is plastic.
Chris’s will take them with midgrade whole.

I toss them in with transformers locally, per the buyer’s classing.

Lol. I broke one by accident once. Was really surprised how much I hey cram in those little boxes.

The plastic packages like that can hold anything, including ICs.
