A typical desktop PSU comes in a steel box with wires coming out one end. This is a PSU with wire.
If you cut the wire off, or if you happen to have a modular PSU with the cables unplugged, this is a PSU without wire.
If you open up the steel box and remove the circuit board this will be a steel box and, more likely than not, a low grade circuit board. Meaning you can remove pretty much what you want if you think it's worth your time to do so.
I'm at a point where I'm not usually taking PSUs apart. If I see copper or brass heatsinks inside, maybe.
