My main question for this is if laptop ram and CPUs still fit the category if they are working?

As well as a cpu I didn't see listed. Xeon E5-1607-V3. I saw models above and below that listed so I didn't know if it just hasn't been recorded for pricing or isn't accepted.

~thanks

If your Xeon CPU doesn't appear on the list, they probably won't buy it tested, this is the general rule, but it doesn't hurt to email Chris and ask him about it (also good practice if you're not sure on something and can't get an answer here).
Not sure I fully understand the first part of your question, but the tested cpu section and the tested ram section are for verified working cpu's that are listed, as well as memory, regardless of whether it's from a PC or a laptop. You will be hard pressed to find an i3-i7 processor in a laptop that is not integrated, so if you find yourself with a fiber cpu of some type, you can either scrap it here as a fiber chip (no metal) or if it works, try your hand on ebay or sell locally.
