I'm guessing but would say so. I'm not sure what but judging from the shape/size it's a low profile rack cpu riser.
Looks alot like the acorn cpu i mentioned only better population and larger finger

Heatsink is aluminium or plated copper.
The silver putty may be a ag based paste but there's not enough worth saving or refining.
I know the internet is awash with notes on that stuff but it's really not worth it for one card. Or even 50.
