These are actually all the same other than what I have removed from them. The backs are all the same. I am asking:
1. As there are phone jacks, does that make these telecom boards?
B. Given the various states of depopulation, how would each one grade?

Depopulation down grades the board always. It was something easy to classify and after depopulation it becomes a mystery so it falls into low grade. Phone jacks do not make a board telecom.

Your message about depopulation is heard loud and clear. I have to ask though are there some things that if taken off a board would actually raise its value. My overall sense of the board grading is it comes down to weight of valuable metal - I suppose gold primarily - as a percentage of total weight. Some boards must have +/- known quantities and so they are graded as such. Am I on target?
If so, I don't understand your position on these boards. Yes, I killed one of them but the rest I have essentially only removed the copper with the yellow tape and the jacks - essentially lowering the dead weight. What is left is about a dozen ICs, one flat pack which has gold markings. The boards are thin hard plastic; the gold is thick enough that it can be felt, and it lines little holes through the board. If my premise is right, would that still be considered low grade?

You are correct, removing ICs it totally different than removing plastic jacks and copper/steel transformers. The odd part is it's not very often that you can change the grade of a board by taking off smaller parts like that. I had some telecom boards that did get upgraded by taking off large transformers, but that's rare. I guess the weight of smaller parts, excluding heat sinks, is already factored into the class of the board.
