Without a doubt. As is. They will go Low Telecom.
But. Remove that plastic bracket. And any relays. Which I figure those small packages are surrounded by the white axial capacitors. Also. Snip off those power resistors. I think I see a small coil on each. Remove those. And maybe remove all the white axial capacitors. You may get High Telecom.
It is a tough call. To get High Telecom. But. Both boards are Low Telecom in my opinion.
Here to learn like everybody else.
My evaluations are my own opinion.
