i would leave the chips on it for that grade.

There's enough there to get more value for the chips with them going in the foreign gold cap. If the pins are gold it's 8086 gold cap with gold pins.
And the board should still fetch telco without the gold chips

Looking at the chips in their sockets, it appears that the legs are not gold, so they would go as motorola/foreign gold cap. It's your call if you want to remove the chips from their sockets and sell them separately, or sell the board as-is for gold cap board pricing.

Lado is correct... you will get more taking those chips off and selling them (even at tho Motorola gold cap price) separate from the board.
