I have this old seagate hd (535mb) is there any value in it selling as is or is it not the time?

Also would the driver board be considered Telcom or just hard drive board?

well i cant tell you if it has value from a collectors point of view,

but from a scrap point of view only the really old ones with junk/lack of pins get Telecom grade

hard drive boards are worth more id sell it as that.

The board and motor have some secondary value for referb jobs.
Try putting the whole thing up on ebay as an as is parts recovery auction or Craig's list.
Should fit in small flat rate box so you're looking around $5-$15 total plus shipping.
Drive exchange wont buy it unless it spins up so you'd have to plug it in.

Fyi if breaking it down the boards are worth less for scrap but the platters are worth considerably more compared to modern drives. Usually gold plated nickel. Or $10apx/lb To most pm buyers. Also sellable to jewelry or craft stores. They're actually quite pretty once gently buffed and polished. like little gold bagels. :)

Direct reply... that board would be hard drive board class.
Still would take a shot on eBay first though for the whole thing. Make the buyer pay shipping so pure profit.
