The top one is close to a jump but I don’t believe makes it.

What makes a board a Peripheral?

I'm so confused when it's not a regular motherboard.

The jump I reference is to low telco. Not motherboard.
A motherboard has some fairly specific requirements
A cpu socket (or soldered cpu)
A bridge/controller chip (or chipset)
Ram sockets (or equivalent soldered ram)
Expansion sockets (PCI, ISA, PCIe, AGP...)
Internal storage sockets (ATA, SATA, SAS)
External expansion (Parallel, USB, VGA...)
