Few more boards I have many of do I need to pull all them little heat syncs off or will they accept them as they are as telecom grade?

Here's my guess:

Gold Cap Chip Board

Backplane

You need to remove the heatsinks and repost.
It will probably get High Grade Telecom with them removed.

Backplane
Peripheral now, remove heatsinks and repost for low or high telco.
