The board with the ceramic chip should definitely be High Grade Peripheral. I think you can remove the fingers and still get the grade. The other board is either High Grade Peripheral or Low Grade Telecom, not sure which. I'll check with Chris.

I think ccussins might have meant high telco on the ceramic chip board.

The green cylinder in question looks to be a capacitor but if you can't confirm that then better to remove it as Chris advised.
