What is this and do I need to cut off the flat ribbon from both ends?

Do I just send them all intact?

I removed a bunch of these from Panasonic removeable HDD caddys when separating the HDDs.

Connector Ends is what appears to be. I believe you would cut off the ribbon as clean as possible and just send in the ends.

Remove the chip as well. I do believe they buy those as IC but I am not 100% sure on that one.

Hopefully some one else will agree or disagree with me :)

Chip?

Are you referring to the ceramic capacitor?

Well there you go. I am corrected :) Thanks Marked141

But still cut off the ribbon for connector ends correct?

uhm...

This is one of those things I don't do so well on, partially because I haven't had to deal with too many of these.

But basically what's been said already. If the pins are visibly gold trim off the ribbon cable for connector ends and mixed wire (or similar grade at local yard). If not gold plated, leave on and throw in your mixed wire.
