The board with the close up, are those gold cap chip boards??

Those are crystal oscillators if I remember correctly.

Remove all the brackets and I'm thinking they all make at least low telco. I think the quality of the board, gold pins (I'm betting the connectors have them) and IC population is good enough for it.
