Looks like low telecom, but could you take a clearer picture? I can't really tell if some of the black rectangles are ICs or not

Personally I lean toward high peripheral but I could see this potentially hitting low telco if someone else with more experience wants to weigh in. You may need to contact Chris (boardsort) to ask if nobody else can offer an opinion.
