 Post subject: Ic chips?

I'm confused on whether these are ic chips. They don't look like your typical ic but the board has them labeled as such. If they are in fact ic chips I would assume these boards would go has high telecom

Inline pins aren't overly common on IC chips; that being said I'm 90% confident those are in fact integrated circuits. Based on the other two boards you got a grade from Chris on and this one, I would tend to agree with you on high telco. Unless those reddish strips between rows of chips are steel; then I'd go low telco.

I just looked at the red things. They are not magnetic and are soldered on the board. I looked up the writing on them and for once in my life Google couldn't tell me anything lol. rogers q/pac qv3 8-9-5-2 0-2 3784e209 is what is written on them

I've seen something similar; it's probably brass or copper with some sort of cover/insulator over it. Not sure of the function. You could probably cut a part of one off if you're curious, I just didn't want it to end up being be steel.
