1) what is it - any resale market for it?
2) what does it goes as for scrap? I gave no idea what category it should go under as it crossed several

Looks like an old EISA VGA/IDE card. I don't have any idea of re-sale value because I'm not into vintage computer parts, but an eBay search might be in order.

As for scrap take off the fan and see what's under there, then take off the battery, the ram module and bracket then classify it as clean gold finger card.

That comment was incorrect. After looking at the info on the board it seems to be an "Advantech PCA-6770 all-in-one single board computer". Probably worth more as a working board if you can find a buyer. https://www.advantechboards.net/advantech/pca-6770
