My rookie opinion is Large socket motherboard, i realize there is no socket but with the chip population and it being of the same era as large socket I would assume it has similar yield to large socket.

HP Hand Logic Plotter Board; someone selling one on eBay for $83... but you're already missing components so that's out.

I'm not familiar enough with chips and some of these specific components to say if something has them but here's something Lostinlodos said about motherboards:

Problem with making it to motherboard is you need to have:
Socket or soldered cpu
2 or more Ram expansions or soldered ram
2 or more internal expansions (sata, sas, ata)
1 or more Expansion (bus) card sockets (pci, buscard)
2 or more external ports or expansions (hdmi, usb)
Atleast one full fledged controller. (Bridge chip, memory controller)
There’s a few other things here there that may offset one item or another (like 80XX/386/486 era boards) where there’s lenience but generally all the above are needed.

Other than that this board is clearly full of ICs, if it can't clear large socket it's at least low telco.
