HP Hand Logic Plotter Board; someone selling one on eBay for $83... but you're already missing components so that's out.
I'm not familiar enough with chips and some of these specific components to say if something has them but here's something Lostinlodos said about motherboards:

There’s a few other things here there that may offset one item or another (like 80XX/386/486 era boards) where there’s lenience but generally all the above are needed.
Other than that this board is clearly full of ICs, if it can't clear large socket it's at least low telco.
