Would these be considered power supplies with no wire or something else? Here are the four power supplies. Each one was removed from server cabinets and has a board with gold fingers.

Yes, any PSU without wire is a PSU without wire.

It doesn't matter whether it had wire that's been cut off or never had wire to begin with.
