I think the picture is reversed once I click on it. Let's number them for ease of explanation. I think you are correct, with hi telco and low telco because I have a few of these to classify as well. #1 & 2 low telco because of gold tab flatpacks and gold fingers. Remove the aluminum heatsinks on #1 to get the most value. #3 seems like it would be hi telco because of the gold tab flatpacks and I think those fingers are gold too, but they look like copper because of the lighting.
This is just my best guess, let's hope someone will correct me if I'm wrong.
