That's a small circuit board with epoxy coated on top of it.

Not sure what's inside, but I'd say low peripheral

Great thank you. I have also removed a couple ic chips that look like ones that board short is looking for. I am unsure about this as well.

Those combo boards w/gold legs usually contain some nice little goodies under that epoxy. I would class it as at least high g. peripheral. It might go even higher.
