This little board was printed directly on metal and cannot be removed. Grade?

If you're gonna remove anything, pull the chip (pins too if gold plate) and the rest is probably gonna just be steel shred.

might be more worth OPs time to do that.

But if you have the right tools the steel can be removed. I worked with a lot of boards like this one and most of the time the steel is just glued on really well to the PCB or might possibly soldered to the steel but more often its glued.

Wood chisel pressed against the edge usually pops glued on boards with ease.
