I was thinking High Telcom but not sure.

I want to say high Telco but it also kinda looks like a custom integrated mobo of sorts, aside from pins there's no gold on the board (makes me wonder if cheaper components were used too or just avoid the expensive flashing) but it looks higher quality overall...

...so I'm not really sure where to point to on this.
