It is an EPROM. Electrically Programmable Read Only Memory. The clear round window which you can see the actual semiconductor die chip is made of quartz. By shining an ultraviolet light through the window. The EPROM can be erased. Then reprogrammed with new data by a device made to reprogram EPROMs. One then had to cover the window with an opaque sticker or something. That way outside light couldn't erase the data accidently. It was great "fancy pants stuff " in its day. But. Yes. It goes IC Chips as scrap as mark141 pointed out. I'm curious if those chips came out of an old arcade game.

fun fact the window is for wiping them, expose them to sunlight and poof all data goes by by

Even though sunlight and indoor fluorescent lighting wavelenght emissions can be considered minimal. I always covered eproms when doing service work. Even though the circuit board was mounted in a dark cabinet. I put a piece of tape over the window.
Here's a fun fact also. Something to think about at times. But only curious. With all the high velocity particle emissions in space. Voyager 1 and 2. Those 2 space craft still speak. What's up with that? All it takes is a randomn particle to disrupt the Depletion Zone in a transistor base region. This is well known. Just knock an electron out of oribit. Change a digital 1 to a digital 0. Change a transistor from on to off. (Forgive me for over simplification ). Thus the data is changed. Yes. Encryption techniques exist to recover compromised data. But. That is way out of my league when those 2 that were launched. Note. Modern day encryption is so reliable.

My point. NO POINT. Just posting a fun fact.

I would imagine they have some expensive shielding, probably gold.
