First time with a board with gold cap ICs. They are soldered though…can I remove them without downgrading class?

Removing them will move the board from Gold Cap Chip board to high telco (assuming the tortured state it's in doesn't necessitate lower). The chips themselves will be lower that Gold leg Gold Cap IC due to solder.

Yup, is there's a gold cap chip on the board, it will almost always be gold cap chip board. There's an example of a washing machine board on here somewhere that kinda breaks that statement so..."almost" always
