Hello. I am not sure what grade to place on this type of board. It came from an analytical instrument. Any help would be appreciated.

Low Telcom as is.

I believe if you removed some of the larger items (heat sinks and capacitors) that would go as high telcom.

I would wait to see if anyone else chimes in first though.

As is...won't be low telco, there's a big metal piece screwed onto it.

I would remove that, the fuses and all the heatsinks at minimum, at which point you're probably clear for low telco.

After that remove the blue capacitors and post another picture to double check it can go high telco.
