Would these two boards be considered low peripheral?

xxx644, since the board is largely empty I would lean toward low peripheral on it

xxx552, appears to have a sealant, but also decent population of ICs and gold pins. With the sealant it may be bordering a downgrade to low but I'd be leaning high peripheral.
