Is this green fiber with metal or a peripheral board? If it's a peripheral board, can I remove the green fiber chip without degrading the board to midgrade?

It's probably telco. Don't remove the nvidia cpu

I've never had a problem with either of the big 2 service shipping those as telco.
If you actually bring it in to them (rather than mail) you may get a grade slightly above that but "Telco" has been my grade for shipping in.

i would put it aside and have them look at it... it looks like it was part of a laptop motherboard, or maybe a card that had fingers removed... I would be hard pressed to say that is telecom.

Yes someone definitely cut the fingers off.
Didn't catch that at first. (Still getting used to the loss of a whole inch on my new phone).
I always got telco with the fingers ON (and green fiber with metal a few times too) so i agree, one for them to sort out.

The fingers were gone before I got it...
