You’ve run into the “scam hole” of Motorola phones.
If it has an fcc identifier it’s not worth figuring out unless the box has a late 80s date. You really want phones from Europe or Asia for this category!
There’s two issues here
First- the fcc doesn’t do any work. The entire ti99/4 series has the same id
Second: of the hundreds of lines Motorola has produced a good few have carried on with no electrical changes for over three decades. Under the same fcc authorisation.

The second photo: I recognise those button lands. They’re 22k plate on 8K golden bronze
You’re looking at 880 per ounce
Or about $4 per phone on that part by the dendritics real time pricing.

The board is cell class

I’m praying someone else knowing my history jumps in here.
I generally speak in generics.

Never take my statements as 100% accurate because it’s always based on my selective experiences.
I’m a bit more worldly, travel more than I should internationally, and always seek info in tech.
That means: I speak of items on a global scale—not local. You could walk into any off-shoppe cell phone store and find some “old” Motorola phones that have 800mhz access. Chances are that $49 phone was produced in the last 4 years right here in the US of A.

OK lost, here is the inside of the StarTAC 200. No gold solid gold bits from the look, but a nice board overall IMO. Anything special about it from your take?

The screen would tell me more exactly but without the hard wire side buttons my guess would be gen 3. Putting it around 2000 or so.

Did it have the Rom in the socket?

Yes I did remove what looks to me like a display. So this would grade as a "regular" cell phone board then?

Bingo. Security key in Rom for segmented display. No hard wired side buttons. Enhanced RF shield
2000-2003 (Possibly 1999)

Cell phone class
