 Post subject: Gold cap IC question

Going through a box of boards someone gave be I came across this. A gold cap gold leg IC chips at first i thought the smaller IC with the window in it was socketed in but it is actually soldered together. Do I need to clip the legs and remove the smaller chip? Or would it be ok to send as its? And for that matter are the windowed IC chips of a different value than the regular ones?

You need clip it loose.

The top one is standard ic chip rate
