I see in user control panel it talks about private messages is there a certain thing you have to do for this feature? I searched around and am coming up with nothing.

There was a private messaging system that was active for a number of years.
It was abused by a series of spammers who caused it to be closed for the time being.

A combination of lack of control of messaging and privacy issues for attempting to control private spam have kept it closed for now.
