Can somebody please tell me what this is and whether or not it has any value? Is it a CPU of some sort? Thank you.

The Monticello is the base of the Nexus 3k switches
They are a 3rd party Via 9 series asic soc.
if it’s soldered to the board it’s useless value wise.
They do come as a PGA chip (green fibre with metal). But only in the high end of the 3k series of switches
