Can I ship both test & buy plus E-scrap in the same box? And if can, do I include two sales invoices, one for the Escrap and the other for the test & buy IC's?

Yes and correct!

Be sure your test CPUs are well protected and clearly labeled. I like to bag and then box the test CPUs.
