I am looking at trying out the Tested CPU program and wanted to find out if I need to ship the tested CPU's separate from a scrap shipment, or if I can include it in a separate labeled box in a larger scrap shipment.

A separate box is fine as long as it is marked and contains the CPU quote inside.
Just make sure to use ample proper protection for them. Don't just toss them loose in a box.

how would you suggest protecting them if you have a bunch to sell?

That is entirely dependent on the value of what your sending. Regardless of quantity.
Ideally each on an anti static bag in chip trays with snaptite (snap tights) on each one in a non static foam spray block. Shipped in a climate controlled trailer at exactly 29•F at 10% humidity or below.

Now that that’s out of the way:!
Even bestbuy and Wal-Mart sell anti static bags.

If you’re over $5 and under $25 or so I’d pick up a package of anti static bags for $5 and wrap each individually. Then Wrap the whole pile in in bubble wrap. Stick the pile in a box and ship it Fedex (over 1 lbs) or first class mail 15.5 ounces or less.
If you have over $25 in value I’d head over to amazon or tigerdirect as well and order a cpu tray. You can get a bag of 100 generic snaptites for $2 or less. Place each cpu on a tray section and secure it with a snaptite. Then slide the tray in an anti static bag. Finally wrap the bag in bubble wrap and place it in a reinforced box.
And make sure your package is properly insured!

In addition to what Lost has mentioned, I can offer my experience with the program. My workers were initially just throwing it is almost similar to scrap with just cushion to prevent from the box ripping open. Now- after that load came back with almost no passes- I have them individually wrap and clean each CPU prior to including it in a package, and I do not ship them co-mingled with scrap hauls. Now, I am seeing an 85-90% pass vs fail rate!
