I would say yes based on the chunky serial connector (can't remember what it's called, SATA?) On the right edge, although many of the boards lost IDs as CD board don't have them, but rather the low profile surface mount ribbon connectors, lost also references, "controller" chips which I believe have been mentioned are only present in devices with "write/burn" capabilities, total conjecture on my part but the large square chip in upper right looks about right to me, can't tell from picture, but if it's one of those thick package squares I'd toss it in CD board

Yes. Any bulk rate transfer device controller board is at least cd/dvd class. Including this one.
It looks like either SCSI or more likely DSIC; to cover what Kaiser said.
