Well, the government site for the city says “ In Seattle, we ignore the numbers on the plastic containers. They denote the type of plastic resin the container is made of, not its ability to be recycled.” So I feel for you already. Unless Seattle has it’s own in town reclamation system (it doesn’t); this is the kind of blind stupidity that causes so much trouble in recycling! Food trays? Well food trays cans be ldpe, pet, c-ps, pp, ... companies, organisations, including cities, that don’t sort by polymer are often exporting.
A quick look in iRec says Power recycling
Northwest polymers buys all 4 formats of polyethylene AND ABS! But it looks like they want bulk.
Seadrunar Is a go green company. iRec says they buy plastic but I believe they’re paper only.
Also try calling teracycle. I believe they have a local presence. If they do you may have a way around some of the fees and wait lists.
