Small board - clean GFC

No it doesn't have enough IC population to make high telco.
I think its barely low telco as it is.

Since they split peripheral and telco I am a little hesitant on the difference in high peripheral and low telco.

Before they split telco it was hard for me to grasp the lower end of telco. The higher end of telco was normally pretty easy, it would be a board slam full of IC chips.

Rdw is right this can't go high telco but I do believe this can go low telco. You've got a gold tab chip, a bunch of ICs without a lot of blank board and most of the connectors should have gold plated pins.

You should remove the last two aluminum heatsinks if you can without removing the ICs underneath.
