These boards came out of a telecom system so I would think they are high and low telco.

I'm leaning:
1) High peripheral
2) Low telco

possibly higher I'm just not confident enough on these.

I'm not confident either, but after looking again board 1 doesn't have a high population of ICs and board 2 has several heavy caps and two large connectors.
