Google says these are IC. Do these go under gold leg ceramic IC? Do I remove or is there a category to send the whole thing? Very new and lots to learn

The packaging of the chips is a little different than normal, not sure what impact, if any, that will have. That being said, solder on the legs will usually lower the grade of any chip so removing is probably not the way to go. There is a large component mostly out of frame that appears to have a large piece of steel in it that will likely reduce the overall grade of the board as is.

I'm thinking high peripheral.

You want to ask Boardsort for certain about that PCB. I had a small quanity of gold leg ICs. No gold cap. Chris gave a better price than regular IC chips. I also had another upgrade on a seemily low grade board since high quanity of gold traces on it. I highly recommend you email Chris.
