You need to check all those silver boxes on the first and third to see if they say anything about mercury (Hg) or do not open. The pictures aren't clear enough for me to read the text. If they have a Mhz rating they're probably oscillators instead of mercury relays.
The second is missing so many ICs (or never had them placed) so I'm leaning high peripheral but maybe there's enough to stay in low telco
The fourth, I'm not sure on, it can clear high peripheral for sure, something about it makes me hesitant to go into a telco grade.
