I have sent a few boards similar to 7 with my high telco shipments.
Backpane can absolutely have chips on it, just not low value junk. The phrase Chris uses is usually unpopulated. For example he shows a backplane in the video that was the board in an HP server where the drives plugged in. I have seen several of these boards and they have a few chips. I would have no reservations about putting 5 or 6 in a shipment of backpane. I caution against cutting up boards for several reasons, but occasionally it makes sense when you have a board that just is not one category. In the video there is a piece of board with several connectors that was clearly cut from another board.
Be careful cutting boards, the fiber dust will litterally destroy your lungs. Use very high grade respirator and good ventilation. I mostly use a pair of end nips to score and snap the board if possible, which brings me to your last board.
Sorry from everything that I have read here, and I have read a lot, 5 is almost certainly mid-grade with or without the gold fingers. That is based on the side that is shown in the picture. It might make it to low peripheral if the population on the other side has enough MLCC and no more junk. If you are looking at doing this long term with a decent amount of volume then snap off the fingers and start a clean gold fingers box. That being said, the clean gold fingers grade is a little mysterious to me based on varing opinions about the quality of plating required, etc., so these fingers might not qualify. I am saving mine that came from cards like this and server powersupplies up for a little hobby refining.
