looking to put these in the right bins high perf or low telco ??

Not 100% in part because the images don't get any bigger (maybe you had to make them smaller to upload?)

92/3 High peripheral
90/1 Remove the standoffs pull tab if you can, high peripheral
88/9 image quality here especially plus not knowing how much gold is in the connectors, I'm leaning low peripheral but might be high peripheral
86/7 High peripheral seems likely to me

Wouldn't 86/87 be a low grade telecom board at worst? It's from a cisco device, looks really populated, and doesn't have a ton of junk on it.

Aside from the ICs grouped together on one side, there's not a lot of of higher value components. I could be wrong, the photos aren't great.

Seeing a high end brand doesn't 100% guarantee a board goes in a particular grade, it can certainly be a factor though.

What type of components would upgrade it? Is it just the number of ICs?

A better picture would be the primary component here. lol

Gold pins, ICs, tantalum are some of the best value per weight components. This board should have all of that.

Then you have lower value components (again value per weight) like capacitors, the white boxes (relays I think) have steel and copper, and lots of transistors, which are typically largely copper.

WEEWS, again, not saying the board definitely is high peripheral, just that, given the picture, that's all I can be certain of.
