This is a bit of an oddball, I don't think the fingers are good enough for gfc class outright and while it's well populated I don't think high Telco is right either. It is easily high peripheral but it also seems like it should be higher.
Maybe low Telco ¯\_ (ツ)_/¯

See if anyone else has a suggestion or run it past Boardsort with the other one.
