do i need to remove the Screens on #7 &8 or just tape them up?
can i remove the socketed chips on #3 with out a downgrade?

8 snap/cut off screen for low telco

Generally you should remove any screen that can be safely removed. 7 has two rows of pins, and is not easily removable. Also it is flat so taping over it should keep everyone safe.
8, the vertical screen can be easily removed by cutting or snapping the board. It is unsafe(ish) to ship as is so ideally remove it.
If you absolutely can not remove it it would be peripheral as is.
