By default this is a CD ROM board since it came out of a laptop’s reader but I don’t know if because of the IC chips population it can be upgraded to high grade telecom?

I tore down 30+ laptop CD\DVD drives a while ago and got many boards with 3 to 4 IC chips on them. I think it'll still go as a CD-Rom board though.
