Small socket
That's a scsi/sas over sata controller for an i/o array. Nice little risc cpu soldered to the board.

In layman's terms, is it a high grade telecom or more like a CPU slot card?

It would go in BoardSort's small socket motherboard category. Which includes most soldered cpu boards.

Literally it's and oversized hard drive controller of much lower precious metal Density than the hdd board category.
