The picture is kinda fuzzy, but it looks like Peripheral High Grade to me.

Yeah... That photo is awful.

There are several things on there that would possibly affect the grade if we could see them. I can make out a few wire clamps that are socketed that you should remove. Run a magnet over them to determine if they're just brass or brass and steel.
