I have a Cisco server board and was removing the heat sinks to make it high grade. Several pc flat pack chips came off. Does this downgrade it to low grade telecom board or just mid grade board due to damage? Thanks!

Server Boards have their own classification.
A picture would help either way to decipher of its a telcom or server board

You should be able to tape the chips back on to keep it from being downgraded.

Ropeman, That's exactly what I do. When removing heat sinks try to use rotational force. I tap with a hammer on one corner a few times then the other corner. Usually this works well.

I use a heat gun if I have a lot to do or a candle if just 1. But when the chip comes off a drop of crazy glue puts it back on fast.
