Not sure if this board will go for Low Telecom? Old PBX system.

Should remove the plastic faceplate. This would clear low Telco for sure; I'm unsure if this particular board would go high Telco or not but it might.

high telco is just low telco cleaned up. take off the stuff that doesn't look valuable. anything large and chunky like the red blocks there, the resistors, etc.. if it doesn't look gold, silver or a chip, it can go

Agree. However, that board is probably high telco even with the bits of fairly light junk.

regarding some PBX boards. Some low telco can't be cleaned up.
