Can randem small boards that are well populated with i believe good stuff ever be classified as HG telecom. This style boards are not cleaned up to upgrade just out of the box we'll populated boards

I don't see anything to clean off of these boards. Send as at least LGT (low grade telecom)

Do go ahead and pull that one ribbon cable off.

To me these seem like the high end of high peripheral, bordering low Telco.

And to answer the question, yes some small boards can get high or low Telco grades.
